Medical Savings and Loan

The Medical Savings and Loan is my entry into the great health care debate of 2009.

This proposal adds an interest free loan onto a medical savings account.

The system creates the interest free loan by charging a premium for the loan upfront. (The easiest way to charge the premium would be to invest a portion of every savings account into the loan pool. The pool mechanism distributes losses from the loans across all the accounts without complex actuarial analysis.

People have an incentive to pay the premium for guaranteed loans as the guaranteed loan will assure that they have the resources to pay for medical care.

The real benefit of the MS&L comes from the fact that the system will put the patient in direct control over their health care spending. Giving patients control over their own health care dollars allow the patient the ability to maximize the return they receive from their health investment.
